Since October 6, 2025, foreign SIM cards (not local Russian ones) are restricted for the first 24 hours. Only voice calls work during this time; mobile data and SMS are temporarily disabled.

📱 Limit on number of SIM cards:

Starting from November 1, 2025, one individual can register up to 20 SIM cards.

Exceeding this limit may result in suspension of some lines.

🧠 Biometric and identity verification tightened:

Mobile operators now require face and voice verification through the Unified Biometric System (UBS), as well as an active and verified Gosuslugi (State Services Portal) account.

In some regions, this verification can take several days.

2. How to Obtain a SIM or eSIM

  2. Address registration (Registra): Tenants cannot register themselves. The landlord must perform the registration through Gosuslugi or an MFC (Multifunctional Center).
